Sindh budget 2025-26: Salary, pension hike and major tax reliefs announced

Chief Minister Sindh Murad Ali Shah presented the Sindh budget 2025-26 on Friday, announcing a total outlay of Rs3.45 trillion, with a strong focus on education, health, employment, infrastructure, and digital governance. 

This is the 10th time Shah has presented the provincial budget, which he called “a budget of hope and progress”.

Shah made an important speech in the Sindh Assembly where he discussed budget allocations for the IT industry, job training for youth, and improvement to public services.

The CM said that his government will train 35,000 students in IT next year so that they can get good jobs.

There was a sizeable allocation for education and health. Rs99.6 billion was allocated for education development and Rs326.5 billion for health care, which is an 8% increase over last year.

In addition, block grants worth Rs146.9 billion will be spent on public hospitals and public units. Shah also announced the expansion of ambulance and mobile health units in rural Sindh.

On the employment side, Shah announced more than 25,000 jobs for the police force. Police healthcare and martyrs' packages have also been enhanced. The Safe City project with AI-based CCTV cameras, which aims to reduce street crimes in Karachi, is also progressing.

In terms of transport, Shah said more electric buses will be added, with an additional 100 coming by August 2025, while work continues on the Red Line and Yellow Line. Rs 132 billion has been set aside for local development projects across the province of Sindh.

And, for the budget this year, there is a 12% increase in salaries for employees in Grade 1–16, a 10% salary increase for employees in Grade 17–22, and an 8% increase in pensions.
