Turkey has introduced new rules and regulations to make it easier for foreign professionals to work in the country, aiming to attract skilled talent and address labour shortages.

Published in the Official Gazette, these reforms simplify work permit requirements for foreign workers, refugees, and certain professions, creating new opportunities in Turkey's growing economy.

Key changes in Turkey’s work permit rules

The Ministry of Labour and Social Security has extended work permit exemptions for skilled workers, refugees, and specific groups like journalists and athletes. Here are some of the main updates:

3-year work permit exemption for skilled workers

Skilled foreign workers can now work in Turkey without a permit for up to three years. This is a big change from the previous six-month limit and focuses on professionals who contribute to Turkey’s economy, culture, and technology sectors.

The longer exemption allows these skilled workers greater stability and encourages contributions to key industries.

Exemptions for refugees and temporary protection holders

Refugees and people under temporary protection can now apply for work permit exemptions. They must be registered with Turkey’s Foreign Application, Evaluation, and Monitoring System, and the Ministry of Interior would oversee their exemption periods.

Special exemptions for journalists and athletes

The new rules also benefit certain professions:

  • Journalists: Foreign journalists holding a permanent press card no longer need work permits.
  • Athletes and Sports Personnel: Professional athletes and related personnel with contracts from Turkish sports clubs or federations are also exempt, with no need for a “sports-related visa.”

Flexible application timeline for foreign nationals

Previously, foreign nationals had a strict 30-day deadline to apply for work permit exemptions upon entering Turkey. Now, they can apply at any time during their legal stay, giving more flexibility to explore job options.

Benefits for foreign workers

These relaxed rules create more opportunities and less red tape for foreign professionals. Skilled workers can enjoy longer exemption periods, simplified processes, and greater access to the Turkish job market.
