Sindh approves CNIC-based vehicle registration system to streamline car ownership

In a bid to modernise and streamline ownership of vehicles, the Sindh Cabinet has sanctioned the introduction of a CNIC-based vehicle registration, after a successful rollout of a similar approach in Islamabad.

The new vehicle registration system will allow citizens to register vehicles with their Computerised National Identity Card (CNIC), rather than associating the registration directly with the vehicle's chassis number.

Notably, an announcement was made after a cabinet meeting at CM House, by Chief Minister Murad Ali Shah, along with other ministers, secretaries and senior officials.

The transition means that vehicle number plates will now be issued to owners, not vehicles, allowing individuals to keep and transfer their registration numbers when they buy or sell a vehicle.

This move aims to help mitigate fraudulent transactions and increase transparency related to the ownership of motor vehicles and the transfer of ownership.

Moreover, the Excise and Taxation Department said that the introduction of Personalised Registration Marks (PRMs) and Standard Operating Procedures (SOPs) for dealing with seizing government vehicles with changed or tampered chassis numbers.

In line with international best practices, the new system will allow better traceability of vehicle owners and simplify the transfer process. The chassis number (Vehicle Identification Number or VIN) will still serve as the permanent identifier for the physical vehicle.

The Cabinet also approved the registration of confiscated government vehicles and the establishment of Vehicle Fitness Inspection Centres to ensure road safety and compliance with emission standards.
