PTA devises MVNO licensing to transform Pakistan's telecom sector

As the country fast approaches the implementation of nationwide digitalisation, the Pakistan Telecommunication Authority (PTA) has devised a Mobile Virtual Network Operator (MVNO) framework to revolutionise the telecom sector.

Drafted to propel the telecom sector's growth and attract investments, the PTA has reportedly submitted the MVNO framework to the IT ministry for final approval.

What is MVNO in Pakistan's telecom sector?

MVNO implies that when no network infrastructure or spectrum is in the position of a telecom service provider, the former can provide mobile services in collaboration with an existing mobile network operator (MNO).

Allowing telecom service providers to serve under their own brand, the introduction of MVNOs is said to drive competition and innovation in the telecom market.

One of the most significant aspects of this revolutionary telecom framework is that it enables the customisation of services as per user preference.

MVNO licensing fees

The MVNO proposed by the PTA offers small-scale telecom companies 15-year licences, offering independent operation in partnership with MNOs for network access.

As these licences are bound to be inevitably expired and renewed upon mutual agreement, the license fee for a nationwide MVNO license has been fixed at $140,000 or its equivalent in Pakistani Rupees.

It's worth noting that MVNOs will incur annual regulatory fees and contributions, including the Universal Service Fund (USF) and Research & Development (R&D) funds.
