What are submarine cables?

A submarine cable is a heavily armoured, fibre-optic cable laid on the ocean floor to transmit massive amounts of data, voice, and internet traffic between continents, that are serving as the backbone of international traffic. Maintenance at the upstream level often results in bandwidth throttling or higher latency for users as traffic is rerouted or limited.
