
State minister for Information Technology and Telecommunication Shaza Fatima Khawaja told the National Assembly that two international organisations, Elon Musk’s Starlink Internet Services Pakistan (Pvt.) Ltd. and Shanghai Spacecom Satellite Technology, a leading Chinese satellite company, have submitted license applications to operate in Pakistan.
In an official statement, Khwaja said that the Pakistan Telecommunication Authority (PTA) is currently only processing applications exclusively from registered companies with the Securities & Exchange Commission of Pakistan (SECP).
The PTA's licensing infrastructure requires that only locally registered entities are eligible to apply for operating licenses. Applications from international organisations will not be directly considered, except for those who are registered under SECP and are eligible to apply for the licenses.
Both Starlink and Shanghai Spacecom Satellite Technology, international entities offering streamlined satellite communication solutions, are seeking to diversify their endeavours in Pakistan under this regulatory framework.
Khwaja further underscored that the licensing processes are facilitated and streamlined once applications are submitted. PTA ensures that applications undergo a thorough evaluation, which includes compliance with codal formalities and obtaining security clearance from the ministry of Interior if required.
Additionally, the launch of the Online Application Submission Information System (OASIS) has enhanced the operational efficiency and enabled applicants to submit documents and monitor the status of applications online.
PTA diligently monitors the Quality of Service (QoS) of internet providers to maintain compliance with global benchmarks. Under the fixed Broadband Quality of Service (QoS) Regulations, 2022, internet services are constantly assessed to meet rigorous performance standards, aimed at maintaining secure and top-quality connectivity in Pakistan.
