
The Pakistan Telecommunication Authority (PTA) has taken a strategic step to enhance digital connectivity by issuing a draft licensing framework for Fixed Satellite Services (FSS).
Notably, it is expected to lay the groundwork for the participation of satellite internet providers such as Elon Musk's Starlink and OneWeb to operate formally in Pakistan.

Industry stakeholders are deeming this a momentous opportunity for Pakistan's internet landscape, particularly for remote and underserved populations that have been historically underconnected.
The PTA explained that the new draft licensing framework was produced after consultation with stakeholders earlier this year, with a public consultation period until September 19, 2025.
Under the new provisions, licensees will only require one license to provide satellite internet services as opposed to two licenses. The licensing fee has decreased from US $640,000 to US $500,000.
The license will be valid for 15 years, and service must be rolled out within 18 months of licensing, including at least one Gateway Earth Station located in Pakistan.
Moreover, the policy framework also requires strict adherence to local data regulations, which will ensure that user data remains in Pakistan. Before applying for a PTA license, providers must also register with the Pakistan Space Activities Regulatory Board (PSARB), which is developing its own licensing framework.
Financial terms include annual contributions to the Universal Service Fund (1.5% of revenue), spectrum fees (0.5%), and license fees (0.5%), creating a sustainable model for both business growth and digital inclusion.
