PTA issues final NOC for PTCL’s acquisition of Telenor Pakistan

With NOC, PTCL can move forward with acquisition process, subject to completion of all legal and commercial formalities

The Pakistan Telecommunication Authority (PTA) on Saturday issued a final No Objection Certificate (NOC) to Pakistan Telecommunication Company Limited (PTCL) for the acquisition of Telenor Pakistan (Pvt.) Ltd. 

The approval comes after a detailed review carried out under the country’s telecom regulatory framework.

According to PTA, the authority assessed the transaction’s possible impact on market competition and consumer interests; consultations with relevant government bodies were also carried out with the aim of full compliance with statutory requirements before making the final decision.

With the issuance of the NOC, PTCL can now proceed with the acquisition process, subject to the fulfilment of all legal and commercial formalities.

PTA also shared the development on X (formerly Twitter), confirming that the NOC was granted after a “comprehensive review” and consultations with government stakeholders. The authority made it emphatic that consumer interests and market competitiveness remained central to its review.

The PTA has emphasised that both PTCL and Telenor Pakistan should not disrupt the services at any time during the transition process and shall continue to fulfil all the obligations of the licence.

He added that the regulator is watching the whole process closely to ensure consumer rights are protected and the sector remains competitive, stable, and orientated toward the future.
