PTA issues policy for new mobile operators using existing telecom networks

The Pakistan Telecommunication Authority (PTA), following Federal Cabinet approval, on Wednesday issued the policy framework for Mobile Virtual Network Operator (MVNO) services in Pakistan with an aim at promoting competition, innovation, and enhanced consumer option in the telecommunications sector.

PTA, in a statement, stated that the framework allows MVNOs to provide nationwide mobile and next-generation mobile services under their own brand identities with commercial agreements with licensed Mobile Network Operators, without holding spectrum. 

The telecom comapny noted that MVNO licenses will be issued for an initial period of 15 years, subject to execution of applicable regulatory requirements.

The policy framework is designed to promote innovative service models, improve quality of service, and expand affordable and diversified mobile offerings for consumers across Pakistan. 

What benefits MVNOs will get from policy framework?

This policy framework authorizes MVNO:

  1. To use its own brand name and marketing strategy.
  2. To provide its own customised services in addition to the services provided by parent MNO, in accordance with license granted by the authority.
  3. To install solutions / hardware for customer care, billing and such other elements required to offer customized services / applications.
  4. To use numbering resources and spectrum assignment of parent MNO only.
  5. To lease infrastructure from respective PTA Licensees through its parent MNO for network enhancement.

It will attract investment, create employment opportunities, and accelerate progress towards the national “Digital Pakistan” vision by making mobile services more accessible and inclusive.

It should be noted that PTA will shortly initiate the licensing process for MVNOs in Pakistan. 

In this regard, the MVNO license template will be developed and issued in accordance with the approved Policy Framework, outlining detailed licensing terms, conditions, and regulatory obligations for prospective licensees.
