Apple's iPadOS 17.5.1 was released two weeks ago, aiming to fix a specific issue that caused deleted photos to reappear in a user's photo library. The problem was caused by database corruption, which caused some images to not be completely deleted as expected.
The initial release of iOS 17.5.1 and iPadOS 17.5.1 was intended to address this issue, and it appears to have successfully done so. However, Apple has now released a revised build of iPadOS 17.5.1, specifically for the 10th-generation iPad.
Apple has released a revised build of iPadOS 17.5.1 specifically for the 10th generation iPad, two weeks after the initial release of iOS 17.5.1 and iPadOS 17.5.1. The new build, numbered 21F91, is only available for the latest entry-level iPad and not for any other iPhone or iPad models.

So, what's behind this revised build? Apple hasn't provided any details, but the company has likely identified an issue that only affects the 10th-generation iPad.
How it works?
When you delete files on your device, they aren't actually deleted. Instead, the space they occupy is marked as available for future use, and the original data persists until new data is written over it. However, in this case, Apple acknowledged a rare issue where some photos were not completely deleted as expected due to a corrupt database.
Meanwhile, the good news is that this issue was never widespread and has been addressed in iOS 17.5.1 and iPadOS 17.5.1. If you haven't already done so, you can update your device to the latest version by going to Settings > General > Software Update.
