Saudi Arabia launches skill-based visa categories for foreign workers under vision 2030

Saudi Arabia has announced the establishment of a new skill-based classification system for foreign workers as a method of improving job matching and productivity in all areas of the country.

The new system classifies permits for expatriate workers into three distinct categories: high-skill, skilled, and basic.

Notably, the decision was announced by the Minister of Human Resources and Social Development, Ahmed Al-Rajhi, and the Ministry of Human Resources and Social Development has highlighted that it aims to receive international talent and transfer a global level of expertise to establish innovative business models in Saudi Arabia.

The measure has been in effect for current foreign workers since June 18, 2025, and was extended to all new arrivals starting last Tuesday

By categorising work permits by skill level, Saudi Arabia hopes to facilitate the qualified hiring of expatriates to make sure businesses are hiring the appropriate people for the right jobs. It is also intended to enhance performance, improve transparency, and create an organized and competitive labor market.

A senior official from the labor ministry said, “This is a step toward building a smarter workforce and making Saudi Arabia a more attractive destination for professionals worldwide.”

The kingdom’s new visa classification reflects global best practices and is expected to enhance the efficiency of the labor market, support local businesses, and help shape a stronger economic future under Saudi Vision 2030.
