Pakistan plans $750m inflows via panda bond

Panda bonds will be fixed-rate coupon bond with duration of three years, privately placed with institutional investors

Pakistan is set to raise $750 million in new inflows via Panda bond issuance and the arrangement of commercial financing, with multiple external debt repayments for the country and following the International Monetary Fund (IMF) review from previous weeks.

Official sources indicate that Islamabad is assessing an amount between $300 and $500 million via a consortium of international banks, run by Deutsche Bank and Standard Chartered, to finance a portion of the upcoming $500 million Eurobond that matures on September 30, 2025.

Along with commercial financing, Pakistan is preparing to issue its first Panda bond, in the amount of $250 million, to be launched in the Chinese market by November. This would be Pakistan's first foray into the Chinese inter-bank bond market.

The Panda bond issuance will be guaranteed by the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB), guaranteeing up to 95% of the principal and interest. The bond will be a fixed-rate coupon bond with a duration of three years, privately placed with institutional investors.

According to The News, the Finance Minister Muhammad Aurangzeb confirmed that the government is committed to issuing the Panda bond, and the first prescription was in the works.

In the meantime, the Federal Board of Revenue (FBR) has stepped up its efforts with respect to tax evasion, focusing on jewellers and real estate developers.

Officials revealed that out of more than 60,000 jewellers nationwide, only 21,000 are registered with the tax authority, and just 10,524 filed tax returns last year.

Notices are being sent to those whose declared income does not match their business transactions or lifestyle in an effort to expand Pakistan’s tax base.
