Sindh CM approves Karachi Safe City phase II to expand surveillance

In a bid to strengthen Karachi's safety, Sindh Chief Minister Syed Murad Ali Shah approved the expansion of Phase II and directed the Safe City Authority and police to expedite execution in order to ensure the timely completion of the flagship public safety plan.

Karachi Safe City Project phase I, which was started on May 31, 2024, is expected to be finished by November 30, 2025, according to officials.

During this phase, a state-of-the-art AI-enabled camera network, command-and-control centres, and integration of law enforcement databases are implemented to improve emergency response, traffic management, and crime prevention.

Currently, command rooms are operational; CCTV cameras, poles, Point-of-Presence (POP) sites, servers, and data-storage infrastructure have been installed; and analytical tools for real-time monitoring, vehicle tracking, and facial recognition have been integrated.

In order to facilitate quicker ground action, the Home Minister mentioned that 12 Emergency Response Vehicles (ERVs) have already been deployed and connected to the command centre.

Emphasising that quality and phase I deadlines would not be compromised, the chief minister directed the Safe City Authority to establish network connectivity for seamless data flow and to combine criminal histories, vehicle registrations, and NADRA data for smart policing.

After going over phase II, he discovered that the expansion will extend surveillance to more residential, commercial, and high-risk areas of Karachi.

During phase II, 4,750 cameras will be deployed, 1,750 existing cameras will be upgraded, and 3,000 new cameras — including Intelligent Traffic System (ITS) cameras that support e-Challan (TRACS) — will be added, and the coverage will extend to East, Malir, and District South (DHA hotspots).

The Command & Control Centre at CPO Karachi will be expanded to accommodate 6,000 cameras, the Sindh Smart Surveillance System (S4) will be integrated with Safe City standards, and the Data Centre will be improved.

By renovating control rooms at the Civic Centre and DIGP South office, two regional command centres will be established, serving the East and South districts, respectively.
