Telecom service quality poor across Pakistan: PTA survey

The Pakistan Telecommunication Authority (PTA) has released its Quality of Service (QoS) Survey Report for the third quarter of 2025, evaluating the challenges telecom operators faced in meeting performance standards.

Despite Zong and Jazz leading in various categories, the overall quality of mobile services in Pakistan remains disappointing, according to the PTA survey.

The latest PTA survey was conducted from July to September 2025 across 17 cities and major road routes in Punjab, Sindh, Khyber Pakhtunkhwa, and Balochistan.

It tested 46,000 voice calls, SMS, and over 330,000 broadband samples, evaluating key performance indicators (KPIs) such as voice quality, webpage loading times, latency, and SMS delivery, which are part of the operators' license obligations under the Cellular Mobile Network QoS Regulations 2021.

Key findings of PTA's Q3 survey report include:

  • 4G coverage: Zong stood out in 4G signal reliability and met standards in 15 cities, while Jazz followed in 13 cities. On the other hand, Ufone and Telenor remained far behind, and Telenor covered only six cities.
  • Mobile broadband speeds: Jazz stood victorious in download speeds, while Zong excelled in upload speeds. Ufone and Telenor failed to keep pace with speed consistency.
  • Latency: Telenor showed the best latency performance, indicating faster response times, while Ufone experienced significant delays, especially in hilly regions.
  • Webpage loading: Ufone and Jazz were the fastest in webpage loading, with most pages loading within five seconds. Telenor and Zong were in tow, but some cities had slower results.
  • Voice call quality: Zong was the best in voice call service, excelling in call setup and audio clarity, while Ufone had the most issues.
  • SMS delivery: Zong was also the best in SMS delivery, followed by Jazz and Telenor, with Ufone in last place.

The overall performance of Pakistan's major telecom service providers has not been fully in line with all KPIs since the surveys began, and despite previous warnings and fines from the PTA, no penalties have been enforced since August 2023.
