In what appears to be a move aimed at facilitating Pakistani nationals living abroad, the Islamabad Excise and Taxation Department has launched a new digital system allowing overseas Pakistanis to register and transfer vehicles using the PakID mobile application.

The inclusion of new features in the PakID app eliminates the need for embassy visits and power of attorney paperwork.

Director of Excise Bilal Azam said the initiative has been taken to simplify the vehicle registration and transfer process for expatriates.

In order to register a vehicle or transfer its ownership, overseas Pakistanis can download the PakID app to record their biometrics, which will serve as valid proof of identity, thereby removing the necessity for a separate Transfer Order (TO) form.

Regardless, Azam advised buyers and sellers to ensure proper documentation, emphasising that both biometric verification and a signed transfer letter are legal requirements for transferring vehicle ownership.

The Excise Department has also intensified its crackdown on token tax defaulters in Islamabad, suspending and cancelling the registrations of several vehicles following repeated public notices and advertisements.

The excise higher-up noted that notices were issued to defaulters from 1980 to 2000, and cancellations proceeded after due process. He assured that vehicle owners can apply for reinstatement to regularise their vehicle status.

The new digital facility for vehicle registration is part of the excise department’s reforms underway to enhanci efficiency, transparency, and accessibility for both local and overseas Pakistanis.
