Nadra launches new regulations to boost Pakistan’s digital transformation

Nadra identity ecosystem will allow citizens to safely verify their identity with biometric authentication

The National Database and Registration Authority (Nadra) has introduced two major regulatory frameworks to accelerate Pakistan’s digital transformation, marking a major step toward the government’s Digital Pakistan vision.

Nadra, in collaboration with the Ministry of Information Technology and Telecommunications (MoITT), has officially released the Digital Identity Regulations 2025 and the National Data Exchange Layer (NDEL) Regulations 2025, after receiving approval from the Ministry of Law and Justice.

The company will establish and oversee a digital identity ecosystem in accordance with the digital identity regulations. The identity ecosystem will allow citizens to safely verify their identity with biometric authentication while also using digital credentials to access government services and private sector online service offerings.

The NDEL Regulations 2025 set forth a secure, standardised digital framework for government agencies and authorised private sector users to share data in a manner that ensures interoperability, privacy, and data protection while improving efficiency across the public service sector.

NADRA states that both of these regulations will form the basis of a trusted digital ecosystem, set to ensure public service delivery, enhance the digital economy, and develop public trust in technology-enabled governance.

Both initiatives form part of the Digital Economy Enhancement Project (DEEP) backed by the World Bank, aimed at digitisation of Pakistan's economy and creating a stronger digital infrastructure.
